【摘要】:ThisInternationalStandardspecifiesagenericmethodforthedeterminationandthereportingoftime-averagedmassemissionsfromaspecificinstallationorofafamilyofinstallations(orcommonsourcetype),usingdatacollectedbymeasurements,andbyestablishing:-massemissionratesbythesimultaneousmeasurementofconcentrationandgasflow,usingstandardizedmanualorautomaticmethods,andalsotheestimationoftheuncertaintyofthemeasurements;-time-averagedmassemissionratesusingtimeseriesofmassemissionratevalues,theiruncertaintycharacteristics,andalsothedeterminationoftheexpandeduncertaintyoftheaverage;-time-averagedemissionfactorsforaspecificinstallationorofafamilyofinstallationsandtheirassociateduncertaintycharacteristics;-aqualitymanagementsystemtoassisttheprocessofinventoryqualityassuranceandverification.ThisInternationalStandardisapplicabletothedeterminationofemissionfactorsforstationarysourcesincludingemissionsfromindustrialprocesseswherecalculationfromfuelandrawmaterialisnotpractical,forgreenhousegases,andairpollutantsincludingfineparticulatematerial.ThisInternationalStandarddoesnotaddresscompliancemonitoringinthecontextofemissioncontrolregulations.ThisInternationalStandardrequirestheuseofmeasurement-basedmethodsandcalculation-basedmethodsthatusemeasurementdata.Itcoverstheplanningandexecutionofthemeasurementprogrammetocollectdata,selectionofsamplingmethods,calculationofresults,estimationofuncertainty,determinationofemissionfactors,andthereportingofinformationinaformthatenablesuserstoapplythem.ThisInternationalStandardspecifieshowto:-generatetime-averagedmassemissionratedataofaknownquality,foradefinedperiodoftime,andadocumentedsetofoperationalconditions;-generatecompletedatasetsrepresentativeofaknowntimeperiod(i.e.acalendaryear)byfillinggapsinmassemissionratedataseriesandcombiningdatasetsnumerically;NOTE1Timeseriesdatacanbeavailableforonlyalimitedelapsedperiod(i.e.weeks,months,oryears)andcanbeavailableonlyforadiscreteprocesswhereasinventoriescanbenecessarywhichaverageoveradifferentperiod(i.e.foracalendaryear).-calculateemissionfactorsforaknowntimeperiod;-calculatetime-averagedemissionfactorsofaknownqualityforaknownsourcetype.Themeasurementofemissionsfromvehicular,areaorfugitivesourcesisnotspecificallycovered.However,thisInternationalStandardcanbeusedforquantificationofemissionfactorsforthosesourcesprovidedthatmeasurementsofemissionsareavailable.NOTE2Emissionfluxesfromfugitiveandareasourcescanbedirectlymeasuredusingopticalopen-pathtechniques.TheresultsfromthesemeasurementscanbetreatedinananalogouswaytothemeasurementsdescribedinthisInternationalStandardtodeterminetime-averagedemissionsandemissionfactors.ThisInternationalStandarddoesnotexplicitlyincludemeasurementproceduresthatarefullydescribedinthereferencedstandards.Neitherdoesitprovideadviceonthegenerationofactivitystatistics.ThisInternationalStandardiscompatiblewithISO14064-1andISO14064-3.
